To effectively ensure radiation safety during major events and in conjunction with the Ministry of Ecology and Environment's 2026 nuclear and radiation accident emergency drill work plan, Shanghai successfully organized Pudong New Area to conduct a "Four No-Prior-Notice" radiation accident emergency drill on the afternoon of October 21. According to sthj.sh.gov.cn, the drill strictly adhered to the principles of "no pre-arranged drill scripts, no pre-assembled drill teams, no pre-conducted joint exercises, and no prior notification of drill time and location." It focused on emergency response, analysis and command, monitoring and disposal, further testing the practical response capabilities of Pudong New Area's radiation emergency team to general radiation accidents.

Practical Drills Forge Hard Skills

The drill simulated the loss of one Class IV radioactive source by an enterprise in Pudong New Area. It highlighted "real scenarios, real sources, and real troops." Under the premise of ensuring controllable radiation safety risks, it adopted a "no notice, no script, no process" model. The enterprise reported the accident directly to the Pudong New Area Ecology and Environment Bureau according to the drill start command, extremely testing the response and disposal capabilities of relevant emergency departments in real scenarios and unexpected situations. In particular, the monitoring and disposal team, under conditions of incomplete information, unclear plots, and unfamiliar sites, formulated emergency monitoring plans, correctly wore emergency monitoring equipment, and used X and gamma dose rate meters and portable gamma spectrometers for radiation patrol monitoring and nuclide identification. They accurately identified Cesium-137 and delineated the inner warning zone, used long-pole monitors for source search operations, accurately located and safely stored the radioactive source, and then carried out environmental recovery monitoring and personnel and equipment contamination monitoring. This truly demonstrated the emergency personnel's familiarity with plans and instruments, on-the-spot judgment, and on-site execution capabilities.

Cross-Departmental Linkage Enhances Cohesion

According to the "Pudong New Area Emergency Plan for Nuclear and Radiation Accidents" revised and implemented in 2026, upon receiving the report, the Pudong New Area Ecology and Environment Bureau immediately carried out accident analysis, promptly initiated emergency response, and simultaneously notified the district's public security, health, law enforcement, emergency management, publicity, and local departments. About 50 emergency team members rushed to the accident scene within the specified time (30 minutes). The district's ecological environment department organized the establishment of an on-site command center for joint consultation and collaborative disposal. Each department performed its own duties to implement personnel evacuation, on-site cordon, accident investigation, monitoring and disposal, public opinion response, and other tasks, forming an emergency combat community. This achieved information sharing, resource scheduling, and on-site disposal in a stable and orderly manner.

Multi-Platform Integration Promotes Full Perception

The drill invited the Nuclear Facility Safety Supervision Department of the Ministry of Ecology and Environment and the East China Nuclear and Radiation Safety Supervision Station of the Ministry of Ecology and Environment to guide the event, and relied on the municipal ecological environment emergency command center for whole-process observation. Through single-soldier equipment, deployment spheres, drones, and converged communication platforms, two-way interaction was realized, achieving drill commands that can be delivered, pictures that can be transmitted back, live situations that can be observed, and processes that can be evaluated. The command center can comprehensively grasp the progress and dynamic changes of the drill site at any time, and deeply and intuitively understand the practical situation of Pudong New Area's radiation emergency team. In addition, the drill fully utilized the role of environmental emergency and radiation information platforms, digitally empowering practical training and assessment. It explored the application of event registration, information reporting, emergency monitoring, analysis and disposal functions in practical applications, completing initial, continuous, and final reports to form a closed loop, and initially verifying the supporting role of information means in emergency disposal.

Next, the Municipal Ecology and Environment Bureau will do a good job in reviewing and summarizing the drill, establish a normalized working mechanism, and regularly organize the ecology and environment bureaus of various districts to carry out "Four No-Prior-Notice" radiation accident emergency drills. By training through actual combat and promoting practice through drills, it will further enhance the effectiveness of emergency plans through guidance and assistance, improve the emergency response mechanism, elevate the level of monitoring and disposal, and firmly hold the bottom line of radiation environmental safety.
