Is “up to 60%” a guarantee for every exposure angle?

No. The brochure describes up to 60% scatter reduction and states that performance depends on imaging technique. Fit, side gaps and source direction affect actual exposure.

Can the lens rating describe the entire eyewear assembly?

A lens lead-equivalence value does not by itself establish protection from every direction. Request finished-product testing and assess coverage on the wearer.
